PUNCTUALITY & DISCIPLINE – PRIOR SANCTIONING OF
LEAVE.
The attention
of all the staff members is invited to HRD:CIR:NO:06/2005 dated 29.11.2005,
03/2006 dated 15.02.2006 and 06/2006 dated 23.03.2006 on the subject wherein
inter-alia it was advised as
under:-
“……..No
official will proceed on leave without submitting the leave application and
getting the same sanctioned from the concerned authority at branch/H.O. level,
as the case may be.”
However, it
is observed that some of the staff members do proceed on leave & just
inform the concerned authorities at Branch/Head Office level and leave
application is not submitted to the Branch Manager or HRD Section at H.O.
level for sanctioning of the same before they proceed on leave.
The
Authorities have taken a very serious view of the above.
Henceforth it is decided that no official will proceed on any kind of
leave without getting the same sanctioned from the appropriate sanctioning
authority as advised earlier.
However,
in emergent circumstances prior information must be given to the concerned
Authorities explaining the reasons thereof and no officer/employee shall
proceed on leave without the permission of the concerned authority.
It
is again reiterated that all the Branch Managers must take note of the above
instructions and get the same noted from all the staff members working at
theirs for strict compliance.
Needless to add that the leave of all the Branch
Managers is to be sanctioned at Head Office level, hence prior
permission/sanction of leave from Head Office Authorities is must before any
Branch Manager proceeds on any kind of leave.
Any deviation of the above instructions shall
be viewed very seriously and the concerned official may be treated absent
without pay and may also be proceeded against in terms of the Staff Service
Regulations.
It is
further added that while submitting the leave to the Branch/Head Office proper
& complete address during the leave including the contact Telephone
Numbers be given apart from the arrangement proposed during the leave.
Henceforth any leave application not complying with
the above instructions may not be considered for sanction.
