SANCTIONING OF LEAVES AND
Leave record of employees of the erstwhile RRBs, now
part of Punjab Gramin Bank was being maintained at different levels and even the
power to sanction different types of leave was vested with different officials
working at different levels including Branches & Head Office .
In order to bring uniformity in respect of the
sanctioning of leave/maintaining of leave record register in the Bank, it has
been decided that w.e.f. 01/11/2005, the Incumbent Incharges are vested with the
powers to sanction following leaves of officials working in branches except
Incumbents Incharge per rules:
1.
Casual Leave
2.
Sick Leave
3.
Special Sick Leave
4.
Privilege Leave
Leaves
of Incumbents Incharge including Area Managers/DCOs shall be sanctioned at H.O.
level apart from the following leaves :
1.
Leave Fare Concession
2.
Joining Period
3.
Maternity/ Paternity Leave
4.
Extra Ordinary Leave
5.
Ex-country Leave etc.
It is further added that
·
Medical
leave should be supported by Medical Certificate acceptable to the Bank.
·
Privilege
Leave must be applied atleast one month prior to the date of leave alongwith
genuine reasons and address during the leave.
·
Special
Sick Leave upto one day may be considered even if not supported by Medical
Certificate.
Leaves of officials working in Head Office/ Area
Office will be sent to HRD section duly recommended by concerned Section
Incharge for sanction and no one will proceed on leave without prior sanction
and in great exigencies without prior intimation to HRD Section at H.O.
The leave record is reconciled upto 30.06.2005.
The leaves outstanding in all accounts are being sent to you alongwith
leaves availed from 01.07.2005 onwards. The
Incumbents Incharge is further advised to reconcile the same with Attendance
Register at theirs.
Leaves availed by staff on temporary duty or
inspection purpose be got sanctioned from respective Sanctioning Authority.
During the course of Inspection, Inspector will
inspect the correctness of credit of leaves as per Service Regulations and Debit
of leaves as per Attendance Register and give the certificate/observation in the
Inspection Report.
If any official is transferred from one branch after
30.06.2005 leaves availed by him upto his relieving be sent to his new branch.
It is further clarified that

Leave cannot be claimed as a matter of right.
·
The leave
application must be submitted complete in all respects including the address
during the leave.
·
Including Casual Leave no Officer/Employee will proceed on leave without
getting it sanctioned from Sanctioning Authority, otherwise, he will be treated
as Absent.
·
On
transfer of the official from the present branch the leave record be immediately
transferred to new branch along-with LPC.
·
In case
of Privilege leave the application must be submitted in advance with due notice
as prescribed as per rules.
·
The
competent authority is vested with the power to revoke any sanctioned leave when
the exigencies of the service so required.
·
Updation
of due credit of all types of leave except sick leave be given on Ist January of
every year as per Bank rules. However,
sick leave shall be credited on Ist
July & Ist January every year as per Bank rules.
·
Leave
Availed Statement be submitted to H.O. on half yearly basis of Incumbent
Incharge and Inspection Staff, if any, only.
·
Proper
address during leave be reported on the Leave Application.
·
Leave Application be submitted in duplicate for sanction.
The Branch Managers are advised to meticulously
comply with the above instructions. Needless
to add that it is the foremost responsibility of each official to mark their
presence in the Attendance Register and Incumbent Incharge must ensure to check
the same daily without fail and also give the relevant remark of leave etc. in
the Attendance Register. In case
any official is absent the same must be reported to Head Office immediately for
further necessary action by the Competent Authority.
These instructions must be got noted form all the
officials working in the branch.
